Chidambaram has presented one of the most foreign-investor unfriendly budget in years. The FDI, FII definition change is likely to sow confusion. Similarly, tax-efficient structures created abroad may not be allowed any more. Foreign companies that pay tax at 40 per cent rate have had their surcharge doubled for a year.
