On the eve of India’s Independence Day, some 40 policemen at the remote outpost of Songudda, deep inside the jungles on the Madhya Pradesh-Chattisgarh border, barely slept a wink. It was not the customary vigil against Left radical violence in this Naxal-dominated area that kept them awake. It was phone calls from their families celebrating the erection of a BSNL cellphone tower in the police station the previous day.
Dispersed habitations, however, ensured that the district held very little ballot value, depriving it of political attention that would have brought funds for development. The newly launched National Rural Employment Guarantee Scheme (NREGS) solved that problem with plenty of funds becoming available for development, provided the administration was on its toes.
The Ukwa-Lanji route passes through tribal hamlets and police outposts along a high ridge that cuts across the heart of the forest in the district. Several unpaved roads now fork off this arterial creating a network that provides easy accessibility to both people and police. That also solved BSNL’s problem of access to Songudda, which is one of the highest points on the ridge.

on Feb 24, 2012Learned people do things differently. Mr.Bamra did what is really expected from holding such a responsible post. He optimally utilized his knowledge and skills to fathom the existing problems that are clearly responsible for spread of naxalism in the region. If we provide means to earn then why would one hold guns to feed. It was Bamra who actually tried hard to curb naxalism in Balaghat. <br /> Today some of the basic necessities are fulfilled of this most backward region. Though, still so much has to be done to wipe out naxalism and bring mis-guided people to right path. This is just a beginning. We sincerely appreciate Mr.Bamra's efforts and wish him even greater heights of success in his life.

on Nov 18, 2009No doubt Gulshan was different and he did things which also contributed to achievement of the results being attributed to him in this article. But let me add that Police in Balaghat played a very very significant role in creating environment in which other departments could find courage to go out of their office and do something. In this scenario Gulshan responded as a Collector was expected. Forest officials too deserve equal praise as they took lead in deep dense forest.
on Nov 15, 2009As a protege, I have always lauded Mr. Bamra's efforts in bringing about the silent changes in the rotting system. This evaluation about his capabalities is only a reflection of aura he is blessed with. I am thankful that I worked with him for quite some time and also being fortunate to have been there in Balaghat during my studies. I can hope that recognizing the leadership of young administrators like Mr. Bamra a larger number of Officials would be deputed in the Districts and District Collectors to curb the corruption menace, to minimize social divide and to usher in a harmonious society.

on Oct 7, 2009Will people eat roads..?<br /> Balaghat is certainly the most backward districts of backward state of Madhya Pradesh. That's why naxalite made inroads in the district. But, what the author missed to mention is the indiscriminate loot of minerals (copper, manganese, dolomite, et.al) and forest resources (timbers, bamboo, tendu leaves, mahua etc). Till now, no dignified wage is paid for the adivasis and other landless laborers. Agriculture is in distress despite the best fertile land in the district. No irrigation facilities has been developed in last 60 years. One can see the reminiscent of British led development there till today. In such precarious condition, initiatives of good hearted Bamra will not continue long... A wholistic and committed approach is required. A gentle remark. Lanji is situated on the border of district Rajnadgaon of Chhattisgarh, not the Dantewada.
